Can a Foreign Graduate Register as an Individual Entrepreneur or Establish a Business in Russia After Graduating from University?

Yes. However, registration as an individual entrepreneur (IE) is possible only if the foreign national has a lawful right to reside temporarily or permanently in Russia. In particular, the foreign national must have a Temporary Residence Permit (RVP), Temporary Residence Permit for Education (RVPO), or Residence Permit (VNZh); merely holding the status of a temporarily staying student or a student visa is not sufficient.

The registration authority requires an application, a copy of an identity document, and a document confirming the right of residence. Foreign documents must be submitted with a notarized translation into Russian.

Registration as an IE is not permitted if the foreign national is included in the Register of Controlled Persons.

A foreign national may also act as a founder or director of a Russian legal entity, provided that there are no statutory restrictions.

However, registering a business in itself does not create a right to stay in Russia or to personally engage in employment there. The foreign national’s migration status and legal grounds for employment must be arranged separately.
